Decides which accidentals are written, measure by measure: music21’s
makeAccidentals on a part.
A stream holding parts has each of them done. An accidental is written where the key signature in force does not already say it, where the same note has just been written otherwise in this measure or the one before, and not where the note is tied from the one before. A key signature is in force from the measure that opens with it.
The accidentals an ornament implies are not considered.
