Fills every measure of a part with rests up to its bar’s length, its
voices too: music21’s makeRests with fillGaps=True and
timeRangeFromBarDuration=True.
A stream holding parts has each of them filled. A measure padded as a pickup, or cut short, is filled only as far as its padding leaves. The measures are then put one after another by what each holds.
