Cuts every note that runs past its barline and ties the pieces, the
second going to the start of the next measure: music21’s makeTies.
A stream holding parts has each of them done. The stream must already be in measures. A piece cut from a voice goes to the voice of the same name in the next measure, or to the measure itself where there is none; one cut from a measure with no voices goes to the next measure’s first voice where it has any.
