Moves every offset and length in a stream onto the nearest place a
quarter divides into: music21’s quantize, for the stream’s own elements.
divisors are the ways a quarter may be divided, [4, 3] for sixteenths
and triplets. Where two grids are as near, the one that leaves no gap
before the next element wins, then the nearer, then the finer. A note is
never quantized to no length at all, though a grace note stays one.
